The Advanced Planning Team was responsible for developing the programming and planning of the individual components of the LAX Master Plan, Alternative D, to the point where the interfaces and requirements were established, and the components could be individually packaged for implementation. This project integrated several management and technical tasks to develop the programming, advanced planning, conceptual and detailed phasing plans, scheduling, cost estimating, program and design criteria development, research, modeling, assessment, project definition and pre-construction management.

Creelman developed the Mitigation , Monitoring and Response Plan (MMRP) that served as compliance strategy for addressing the environmental requirements specified in the EIR/EIS for the LAX Master Plan.
