LAWA Utilities Survey and Documentation Project (LUSAD)

The LAWA Utilities Survey and Documentation (LUSAD) Geographical Information System (GIS) Project consisted of the assessment, planning, design, development, and implementation of a new utility geographical information system and appurtenant systems. The preliminary design, Phase I, included analysis of previous studies and LAWA information/utility systems, identification of Project constraints, development of design documents and standards, and implementation of a quality assurance/quality control program. Phase I also included a prototype, consisting of the design, development, and delivery of a partially functional utility GIS. Phase II built the LUSAD data repository and data processing and data delivery system and an improved Airport Configuration Management (ACM) business process enabling the maintenance of LUSAD data.

Creelman supported the development of the LUSAD system engineering, the business process, the Quality Control/Quality Assurance program, and technical writing. In Phase III, we provided business process modeling to support the reengineering of the construction approval permitting process.
