This project provided for the development of an organizational structure for a GIS staff, a framework for developing a centralized GIS for all facilities at HAS, procuring hardware and software, developing fundamental GIS applications, training staff of the completed GIS, and other technical support.

Creelman supported the GIS framework through the development of spatial database models, standards, and policies.
